I read this interesting article about taxes the other day, and learnt a bit about ad valorem taxes and the way in which these are usually levied. What the article didn't say is how many countries assess tax on an ad valorem basis in the case of some taxes. Do you know that?

I am not really sure about that, I only know that there is a long history of ad valorem taxes in the United Kingdom, and that the United States, too, imposes ad valorem taxes on a wide scale. I guess that this means that the system of ad valorem taxes extends to the entire commonwealth, but I am not sure about that one - they may have altered their tax systems in the meantime.
