I have inherited a sum of money. It is not too big but I have two options to spend that money. I can use this money to pay off all of my debts and stay with little cash in my pocket. Other option is to invest money, earn something and at the end pay off my debts. I am in a doubt.

The other option is always better option. But I have one question, do you have secure option for investment. If you invest and fail, you will stay with out inheritance and with all of your debts. Maybe you should take part of your inheritance to pay off your debts, and other part you can invest in some business or trading, ear money and pay off rest of your debts.
