Hi. I think the most important thing is how you market yourself. I could be as simple as that you have a bad CV. Get in a pro the write your CV and then visit all those employment agencies. They get paid for helping you to get a job, so it is in their best interest to present you in the best light. If it is really difficult getting a job you can always consider going on voluntary work experience for a while, perhaps working for a charity. This will greatly improve your chances of finding the right job for you! Good luck.
