What can ebay do about Shill Bidding?

I understand that a lot of frauds and scams happens all the time on ebay. One of it is shill building. If I understood correctly it is a situation where seller or someone close to him place a bid on his own item. This way potential buyer is encouraged to pay more than the true price. I want to know what ebay can do to prevent this type of fraud. Can you help me?

I was in the role of buyer but as well the seller on eBay. I never had any kind of problems. My customer for satisfied with the products they have bought from me. I too was satisfied with the items I got on auctions. EBay can suspend that persons account for a certain period. When this type of situation is noticed eBay is doing all to enable the person to sell items. They also encourage buyers and sellers to report all types of suspected violations.
