What do I do about abusive messages on ebay?

I have been with eBay for last two years. And since last week, I always had only good experiences. Last week a person double-crossed me because he first made the highest bid for my car. When I transport it to their place he told the transport workers that he does not need it anymore and he refuse to pay. Therefore, not I didn't sell my car, but I had to pay for the shipping cost. I never left a negative feedback on eBay but now I question about it. Have you ever left a negative feedback on eBay? How do I get rid of the negative feedback? What do I do about abusive messages on eBay?

There some peoples on eBay who stand with the neutral policy. It means that if you cannot get a positive feedback for someone you should not get any at all. However, I do not think so. I also had a problem with one seller. When I paid his stuff, he had claimed for two months that the payment never arrived. After I made another payment he also waits for a whole month and then he get both of the payments. Therefore, he gets twice as much money from my account then he should and he still did not send me my stuff. After two more months, he did send it. And it took me another two months to get my double paid money from him. I was so furious that I want at least to warn others on his behavior, so I gave him a neutral feedback. I did not give him a negative feedback because I did not want to do too much damage to his reputation. However, tomorrow he gives me a negative feedback, so I must agree on mutual feedback withdrawal.
