What kind of insurance is provided by the 203 program?

I have been told that the American governments operates a kind of insurance program called the 203 program. As it was not clear to me what type of insurance this concerns, I have come to you to ask! It sounds very general and vague to me; 203 program. Perhaps you could clear this up?

The 203 program is a program that provides credits for those who want to repair their properties they already own, or for people who have bought properties that need a lot of work done on them. The credits are at good rates, which are better than market rates. Does that help you in any way?

I would not describe the 203 program as insurance, although I have heard people say that before. Rather, I would say that it is a program of cheap government loans, from the US housing association. It is a loan program, rather than an insurance program. Why people say it is insurance baffles me.
