If you are referring to former-communist countries in Eastern Europe and the former Soviet Union, some of them have great prospects, and are enjoying very reasonable growth rates. In order to create a positive investment climate, Id say the most important thing is a countrys stability. Governments should also have platforms dedicated to encouraging a positive investment climate and attracting foreign investors.
